Mr. Bouffard has a political science diploma and a law degree from Université Laval.
PROFILE
Mr. Bouffard, a partner and a member of the board of directors of Morency, he is in charge of the firm's municipal sector and works in various areas related to municipal law. His duties include drafting legal opinions, municipal regulations and legal procedures, and arguing cases before various courts, such as the Municipal Court, the Court of Quebec, the Superior Court and the Court of Appeal, and administrative tribunals, for instance the T.A.Q. (Quebec Administrative Tribunal), the CPTAQ and the Commission municipale du Québec (Quebec municipal commission, or CMQ).
Mr. Bouffard is able to share the expertise he has developed concerning local and regional municipalities by offering training courses for elected representatives and municipal civil servants in order to acquaint them with their duties, and by teaching at the E.N.A.P. (the national school of public administration) in the master’s of public administration program.
PROFESSIONAL AND COMMUNITY ACTIVITIES
Mr. Bouffard is a member of the Commission sur les biens culturels du Québec (Quebec cultural property commission). He is also in charge of development for the firm’s Lévis office.
